A conflict with the US Government’s supremacy caused Timothy McVeigh to take belligerent actions that lead to the creation of a stronger and safer nation.

I don’t quite know what you mean by “government’s supremacy”
for the rest try this:
The terroristic actions of Timothey McVeigh catylized an increase in US domestic security.
You can say a person can justify any immoral act by convincing himself it is for a higher cause. Just like McVeigh did. You can argue that those children in that daycare center and the clerks, office assistants, receptionists and maintenance workers were all evil and had to be killed.
I suppose burning down a hospital can be justified because it led to stricter fire codes. Or playing your radio full blast at 3am can be justified because it resulted in a much stricter noise ordnance.
Just like McVeigh, no matter how strongly you word it, it is still wrong.
