Resource? Do you mean how did they catch Timothy McVeigh?
The FBI found the identifying marks of the truck used to carry the bomb. An APB was put out for the person matching the description of the person who rented the truck.
Timothy McVeigh was stopped by police on I-35 approximately 1 hr north of Oklahoma City. Mr McVeigh was to be released from the Perry Oklahoma jail when the chief of Police noticed a resemblance to the APB for the Bomber.
The cost to finding Mr McVeigh was minimal… Total cost of the investigation was probably millions. As far as I know I have never seen any statement to the costs.

Ah…. much clearer now. Immediate response resource were Police, Fire Department, Out of area FD’s.
American Red Cross Volunteers. Rescue dogs trained for victim recovery. Eventually, trained cadaver dogs. I do not know if anything ever was published about the costs of response.
They brought in resources from many places, including New York City.
There was a large report about the effort in a Fire service magazine shortly after the attack.
It gave details about the incident.
