It was an act of anti-government terrorism. He did it on the second anniversary of the siege at Waco against the Branch Davidians. Many of the Davidians (a cult run by David Koresh) died in a fire at the compound, and McVeigh blamed the FBI. That, combined with general anti-government sentiment, inspired him to bomb the OKC federal building.

The government got away with multiple murder of a followers of s long established Christian religion (the Dravidians broke away from the Adventist Church circa 1900) at Waco and he felt that those who planned it, the BATF at the Oklahoma City federal building, should be killed. Not the conclusion (mass murder to revenge mass murder) of a particularly healthy mind. Vigilante justice is sometimes needed but what he did was plane and simple terrorism. The government pre-attack propaganda, calling them a dangerous cult when they had no history of violence against non-Dravidians was so easily refuted (the church completely co-operated with Texas authorities when their leader excommunicated a former leader for selling drugs, when he was investigated (was still ongoing at the time of the attack) for statutory rape (married a 14-year old), and weapons charges where they turned them over to Texas authorities and were cleared) that several jury members stated that the wrong people were being tried. Korrish’s father in law and probably himself were shot when they opened the front door to talk with the BATF agents who knew that their secret assault cover was blown (an agent told a postal worker who happened to be a Dravidian) and could have been easily wiped out in the stock trailer they were all in if the church had been prone to violence). I can see WHY McVie was angry but he was a sick cookie.
